After many dedicated years of ministry, God planted in the hearts of Pastor Dwayne and Co-Pastor Keri Fraser, the vision of an International Ministry committed to reaching out to those in need with the love of Jesus Christ. Giving birth to the Vision, Rain Outreach Ministry was founded on February 13, 2002 in St. Thomas, Virgin Islands. Rain Outreach Ministry encompassed the preaching, teaching, publication and music ministries of Pastors Dwayne and Keri Fraser as well as the operational activities of the S.H.A.R.E community outreach program, the "Focus on Jesus" Radio Broadcast and "The Next Level" Empowerment Conferences.
In 2007, God called Pastor Dwayne and Co-Pastor Keri Fraser to leave everything that was familiar and plant a church in Georgia. In obedience to the call of God, Rain Outreach Ministry held Its first public worship service on September 2, 2007 at the Lion of Judah Conference Center. Our sincere love for the lost, wounded and broken, fuels our desire to also serve with integrity, compassion, dignity and respect while working alongside other believers in building the Kingdom of God.
After 40 days of fasting and prayer, the Lord spoke to Pastor Fraser concerning a prophetic shift in the Ministry. From that time of consecration, God declared the Spirit of Abundance on the Ministry and a renewed focus to preach the Gospel of the Kingdom in all the world. On April 15, 2011, the Ministry's name was changed to Abundant Rain Empowerment Church. As Kingdom Ambassadors, we are reaching the Nations of the World with a relevant Word.

We envision a multi-cultural body of Spirit-filled believers with a passion for exalting the Lord Jesus Christ through the Word, Worship and Prayer. We envision Christ-like disciples using their gifts to glorify God by serving their communities with love and compassion. We envision a powerful church with a relevant message committed to impacting nations, transforming lives and advancing the Kingdom of God.
To declare and demonstrate the Gospel of the Kingdom throughout the world thereby bringing people of all nations into a relationship with the Lord Jesus Christ; developing Christ-Like disciples who are empowered, equipped and actively using their gifts to fulfill their Kingdom assignment: establishing strong local churches with a commitment to serving God by serving others, through community outreach and foreign missions.
